From my test in the lab, the sound of Teams notifications is relatively a bit of soft and mellow so that you may not hear it. If it's convenience, you can try to connect your earphone/headphone to the computer and set up the speaker to a high volume to check if you can hear the sound. Also, please check if the drivers of your speakers are updated to the latest version. Meanwhile, you can navigate to Settings > Update & Security to check for updates on your computer.
While if the issue persists, may I know your Teams client version? You can click your avatar > About > Version to check it. Besides, if you sign in Teams web version, can you hear the sound?

You can follow the steps below to clear Teams client cache and restart it to check if the issue persists.
1. Fully exit the Microsoft Teams desktop client. To do this, right click Teams from the Icon Tray to 'Sign out' and ‘Quit’.
2. Go to File Explorer, and type in %appdata%Microsoftteams.
3. Once in the directory, you can try to delete all the files and restart Teams. To avoid data loss, you can move these files to your desktop.
If the issue still exists, you can try to reinstall Teams client to check if it helps. Meanwhile, I'd like to confirm more details of your situation.
1. Can you hear the sound of the other applications on your computer?
2. Does the issue persist in Teams web version?
3. When did the issue happen? After updating to the latest version?

To answer your questions.
1. All the other sounds work from other notification
2. Sound does not work from the Web version either
3. It has never work. in the beginning i thought i heard a slight sound but have not heard it since.
I have also tried the uninstall and re installation and still having the issue.

You can search Sound Control Panel in Start and navigate to Playback > your speaker device > Advanced to check if you have allowed applications to take exclusive control of this device.
In the meantime, some users shared that if you have turned on Focus assist in your Windows, you would not hear the sound of Teams notifications. So if you have enabled it, please turn it off to check if it helps.
Besides, you can try to create a new user profile in your computer and check if the issue recurs.

Sound still does not work. i also have another issue. Is there a way for the pop up notification to show the content and also is there a timer for adjustment so the pop pop will disappear after a period of time?

Since I can't reproduce this issue in my lab, you can try to perform a clean boot in Windows to start system with the minimal requirements of drivers and programs. This would help determine if the background program is interfering Teams.
Besides, I understand it would be more convenient if the notification shows content and has a timer. Right now there's no such option to achieve this. So I suggest you share your ideas in Teams UserVoice website. Microsoft puts a high value on user experience. And many features come out in this way. We kindly appreciate for your understanding.
